Last 1 July 2019 The Technical Instruction for the control of the production of concrete manufactured in Central came into force, document that is included in the Royal Decree 163/2019, included in the BOE of date 10 April 2019.

With the publication of this Technical Instruction, whose content can be downloaded at this link, and in view of the changes that this new document implies with respect to the repealed Order of the Ministry of Science and Technology of 21 November 2001, from Elaborex, Quality in Construction S.L., we are providing technical advice to the concrete plants with which we usually work, in order to facilitate its correct adaptation to the technical and organizational requirements imposed by the new Instruction.

In this sense, from the department of Edification, Pathology and Rehabilitation by Elaborex, in collaboration with the department of Laboratory We have made a guide that includes the requirements to be taken into account in the production control of concrete manufactured in the central, and which in turn includes Elaborex's scope of action as an accredited production control laboratory.

In this guide, that can be downloaded here, The requirements established in the technical instruction to be met by ready-mix concrete plants are listed., as well as the tests that Elaborex, Calidad en la Construcción, can perform as a contracted production control laboratory.

The technical instruction has established a series of requirements for concrete production plants within the following sections:

Technical staff.

Each manufacturer will have on staff or through another documentary creditable contractual relationship, a technical manager in charge of establishing dosage recipes, as well as a person responsible for manufacturing.

Control of constituent materials.

Each of the component materials used for the manufacture of concrete must be supplied to the concrete plant accompanied by the supply documentation indicated in the current regulations. (CE marking or acceptance tests where appropriate)

  • Concrete.
  • Aggregates.
  • Additives.
  • Addictions.
  • Water.

Control of facilities.

The control of the facilities includes the verification of what is specified for the dosing facilities, mixing equipment and concrete transport.

Concrete control.

The conformity of the concrete during its reception on site is referenced in the article 86 of the EHE Instruction-08 and the control of the concrete considered in this standard includes the tests to determine its behavior in relation to docility, strength and durability.

Supply control.

The manufacturer must deliver the relevant documentation contemplated in section 79.3.1 of the EHE Instruction-08 and that is indicated in the sections 7.1, 7.2 Y 7.3 of the instruction.

  • Control documentation prior to delivery.
  • Control documentation during delivery.
  • Final supply guarantee certificate.

Control of documentation and traceability.

The concrete plant will keep a file of all documents and records related to production control, who will understand, at least, the following:

  • Separate record of the documentary guarantees or tests carried out for each of the concrete component materials.
  • Record of control of facilities and means of transport (pulled apart 5 of the instruction).
  • Record of concrete control test results (pulled apart 6.5) and correspondence with delivery notes and cargo registration.
  • Registration of final supply guarantee certificates (pulled apart 7.3).
  • File and record of documentation related to the production control laboratory and its records of results (sections 9.1, 9.2 Y 9.3).

Production control laboratory.

The concrete plant will carry out all the production control tests contemplated in the regulations referred to in this instruction., either in your own laboratory, in a contracted external laboratory, or executed between the two.

Control of environmental aspects.

In order to contribute to the sustainability of concrete structures, the installation must meet the conditions included in the annex 13 of the EHE Instruction-08.

In the annex 1 of the guide edited by Elaborex includes a table with all the requirements included in the different sections established in the instruction, indicating the following aspects:

  • Inspection frequency, verification or testing.
  • Agent assigned in each case (plant technical staff, accredited laboratory, control organism)


As indicated in the article 9.2 of technical instruction, the external laboratory contracted to carry out all or part of the production control tests, must be accredited by the National Accreditation Entity (onwards, ENAC) conforms to UNE-EN ISO norm 17025, O well, ser un laboratorio de los previstos en el Real Decreto 410/2010, of 31 de marzo, por el que se desarrollan los requisitos exigibles a las entidades de control de calidad de la edificación y a los laboratorios de ensayos para el control de calidad de la edificación para el ejercicio de su actividad, y tener implantado un sistema de gestión de calidad conforme a la norma UNE-EN ISO 9001 certificado por un organismo acreditado por ENAC.

Elaborex, Calidad en la Construcción, S.L. cumple con los requisitos establecidos en la instrucción para realizar el control de producción de las centrales de suministro de hormigón, al estar su dos laboratorios, con sedes en Badajoz y Cáceres, inscritos con los números de registro EXT-L-014 the EXT-L-036 en el Registro de Laboratorios de Ensayo para el Control de la Calidad de la Edificación y Obra Pública de Extremadura, incluyendo la documentación relativa a estos registros en el anejo 2 de la guía.

Por otro lado, Elaborex Calidad en la Construcción S.L. dispone de un sistema integrado de gestión de la calidad y medioambiente conforme a las normas UNE EN-ISO 9001 (gestión de la calidad) y UNE EN ISO 14001 (gestión medioambiental), que además integra los requisitos para el funcionamiento de organismos o entidades que realizan la inspección, UNE EN-ISO 17020, y los requisitos generales para la competencia de los laboratorios de ensayo, Norma UNE EN ISO/IEC 17025.

Este Sistema Integrado de Gestión está certificado por la entidad de certificación Apcer, organismo que está acreditado a su vez por ENAC. Se incluyen en el anejo 3 de la guía los certificados vigentes de los sistemas de gestión de la calidad según norma UNE EN-ISO 9001 y el de gestión medioambiental según norma UNE EN-ISO 14001 emitidos por Apcer.
